Inbound (External → ServiceNow): Use Inbound REST API (or Scripted REST API) in ServiceNow. This handles requests coming from Teams or Slack into ServiceNow.

Outbound (ServiceNow → External): Use Outbound REST Message or IntegrationHub Spokes/Actions. This sends updates from ServiceNow to Teams or Slack.
